1.The Chung Hsing University Law Review (hereafter “the Journal”) is published by the Department of Law at National Chung Hsing University.
2.The Journal has a seven-member board of editors. Three members belong to the department and graduate institute and four come from law departments outside the university, participating at the invitation of the Department Affairs Council of the Department of Financial and Economic Law and the Institute Affairs Council of the Graduate Institute of Technology Law. Members from outside the university serve a term of one year.
3.The editorial board makes decisions regarding the following:
(1). Review of submissions
(2). Article selection
(3). Publication
4.The Journal is published every May and November. Submissions are reviewed on arrival.
5.Submissions are subject to anonymous review, with the exception of commissioned articles. The review process comprises two stages: first, the editor for that issue invites a faculty member with relevant expertise to carry out an initial review and on the basis of this review decides whether the article will go on to the second stage. For the second stage, the Board of Editors invites two members of teaching with relevant legal expertise to carry out the review.
6.Review decisions can be divided into five categories: (A) Accept without changes, (B) Accept with changes, (C) Return for revision and resubmission to original reviewers, (D) Return for revision and resubmission to a third reviewer and (E) Reject.
In the case of decisions of type (C) or (D), the article may be published in accordance with Rule 3 (see below), and the author should be notified that s/he has the right to respond to review comments and submit the article to the original reviewers or a third reviewer.
If the two reviewers of the second stage are not in agreement, the following principles are used to decide whether to publish the paper.
